   The Sir John A. Macdonald Bicentennial Commission set out several years ago to collect, annotate, and footnote all of our first Prime Minister's speeches. Obviously, such a collection is a must for libraries and educational institutions across the country as a matter of historical record, but the speeches also make for great reading. ARTHUR MILNES is the Commissioner of the Sir John A. Macdonald Bicentennial Commission, as well as a long time collaborator with various former PMs on their written work, including Brian Mulroney's memoirs.
