India s growing influence has led experts to predict a major re- armament effort. The second-most populous nation in the world is beginning to wield the economic power expected of such a behemoth. However, its relations with Pakistan remain tense, the subcontinent remains vulnerable to religious extremism, and a military rivalry with China could erupt in the future. India has long had the motivation for modernizing its military it now has the resources as well. But so far this modernization drive has not been accompanied by the strategic military planning one would expect. What should we anticipate from this effort in the future, and what are the likely ramifications, both within India and outside of it? In Arming without Aiming, South Asia experts Stephen Cohen and Sunil Dasgupta tackle those crucial questions.
